Build the road you want
Create smooth highway ramps and functional slip roads. Build an expensive bridge over the railway, or settle for a level crossing. Upgrade a 2 lane road to a 3 lane road, or build a 3+2 lane asymmetrical road.
Build roundabouts or traffic lights. Manage lane connections and priority. Use different road types and elevations to create the network you need.
There is rarely just one way to solve a problem.
Then see if it works
When you're ready, open the network and let the traffic flow.
Every vehicle has a route, and its own driving behavior. Traffic merges, changes lanes, queues, and reacts to the network you've built.
Every destination has a required traffic threshold. Keep the network moving well enough to meet them all.
When something goes wrong, figure out why. Add capacity. Change a connection. Reroute traffic. Rebuild the junction.
